Solution

In 6013 when ActiveHatchProperties FillMode is not vdFillModeNone CmdPolyline display polyline with active selected FillMode.
A new method added in vdCommandAction object getUserPolyline , which gets a vdPolyline object from the user in World Coordinate System and does not add it to the Document.
