Solution
In version n6020 a new property DisableExternalReferencesLoad of vdDocument was added
example:
//All ExternalReferences are not loaded.
doc.DisableExternalReferencesLoad = true;
doc.Open(@"drawingWithXrefs");
//LoadAllExternalReferences
doc.DisableExternalReferencesLoad = false;
doc.ReloadExternalReferences();
doc.Redraw(true);
