Summary
I have faced s selection problem, with blocks containing a single circle. Depending on the view or symbol rotation, these inserts don't get selected in CrossingWindowPolygon mode. I have attached a similar Visual studio projet, where overlapping symbols are visibly not selected.
Solution
Fixed in 7004.0.4
